Well I am getting a monitor for my old XP because my parents are gunna let me have it for bday/xmas. And I was looking online for a good monitor. I can't decide between these two:

I like the first one because it has a 3 year warrenty and it's antiglare coating, but I like the second one because it's slightly larger and has a touch screen thing. I kind of like the second one slightly better because it is cheaper, but I was wondering what everyone else thinks. Which one should I get?

I would go with the AOC because:
Antiglare doesn't matter unless you're going to be working with light from a window blaring from behind you.
If you have any problems they will probably already be there before you set it up. So you don't need to worry a lot about the warranty.
Even though it's only an inch and a half bigger diagonaly it has a lot more pixels. It's cheaper.

AOC one, seems giving you better bang for your buck.
but.. for me I'd rather have dual 15" screens.. much better for me.

You can't get two 15" monitors for $100.
I have dual 20" monitors and I would rather have them than one 30".

AOC is the way 2 go. Its cheaper and has more features. The only time you really need antiglare is when the sun is blaring at the monitor. I would get the AOC. :D

Did nobody else notice the lack of DVI or HDMI support for the AOC one? That's worth 1.5" and $10 to me.

Despite the lack of size, I'd recommend the LG. AOC is practically an unknown company and as I far as I'm concerned, I believe they're a company based in China. No racism intended, but China is definitely a well known country when it comes to product counterfeit. It's possible that they could be using bad LCD panels on their monitors and manufacturing them on the assembly line.
As for the AOC monitor having more pixels, the quality of the display will probably be even worse. I'd go with the more trustworthy company, LG. They're known for making quality LCD panels and I definitely wouldn't be surprised if it lasts ten years longer than the AOC. Libertyhill also stated that the AOC monitor does not include a DVI port. A DVI port will definitely provide a better image quality, thus making it the better choice out of both them.
Don't forget that LG offers a 3 year warranty, opposed to the 1 year warranty from AOC. It may be needed in the future.
