Kill someone? That's a bit harsh. And yes, they brought the cape back because they try to even out what they bring back. They bring back old and new items. Also, if you look at the back of the catalogue it said that they will eventually bring every item in the clothing back, nothing to worry about.

Club Penguin should not be about trying to be the most popular penguin with the oldest items.

Also, I believe that Screenhog, Icy Penguin, or Pendragon said that all the items would eventually come back anyway.
