You can only buy Clothes if you're a member.

Yes, you need to buy a membership to purchase clothes on Club Penguin. You can buy backgrounds at the Gift Shop, though.

If you're a member then you can buy clothes. If you're a non-member, the only thing that you can buy from the catalog are colors and backgrounds.

Most clothing you will need to purchase a membership.

You can either purchase one online at: https://secure.clubpenguin.com/membership/

Or

You can purchase Membership card's at a Toy's R US or Target depending on your location

Yes. If you would like to use your coins and you are a non member, you can buy colors and backgrounds. If you would like to buy clothes, you will have to become a member.

You buy them towards the end of the clothing catalog in the Gift Shop. :)
