SEATTLE -- A trooper who spotted what he thought was a passenger without a seat belt in a car on Interstate 405 pulled the vehicle over to discover the violator was a dummy, the Washington State Patrol said.
The trooper saw the 1987 Honda Civic going northbound in the I-405 High Occupancy Vehicle lane and became suspicious when the passenger appeared to be sitting too still. He quickly realized the passenger was a dummy designed to give the lone driver access to the carpool lane, troopers said.
The driver told the trooper he had been driving with a dummy in his passenger seat for a few days because he couldn't tolerate sitting in traffic any longer.

A homemade dummy was traveling as a passenger when a trooper pulled over the driver for a seatbelt violation.

The driver was given a $124 citation for the carpool violation.

So this guy did this JUST because he didn't want to sit in traffic. WE all have to sit in traffic! It's funny how the officer actually fined him too.

People do that here.
For real.
A radio station even had a giveaway one time where the winner got carpool dummies.
Police here don't seem to care, they have much more important traffic violations to worry about.

Sounds like something I'd try, if I could drive. Honestly, that's a pretty good idea if you forget for a moment that the government actually puts things like HOV/carpool lanes in for a good reason.
