(CNN) -- President Obama on Thursday unveiled a $3 trillion-plus budget that he says will halve the federal deficit by the end of his first term.

The budget for fiscal year 2010 includes substantial investments in health care reform, renewable energy and education.

The budget also includes big cuts for some programs, setting the stage for major political battles as political patrons fight to save budget items in the months ahead.

Based on the proposed budget, the administration projects the deficit for fiscal year 2009 will reach $1.75 trillion, or 12.3 percent of U.S. gross domestic product. That's a record in dollar terms and is the highest as a share of GDP since World War II.

Congress received a 140-page summary of the budget for fiscal year 2010 Thursday morning. The full details are expected in April.

The government's fiscal year runs from October of one year to September of the next.

Peter Orszag, director of the Office of Management and Budget, outlined four ways the administration will reach their goal of reducing the deficit in half by 2013.

First, he predicted the economy would recover because of the Recovery Act and the normal business cycle.

It doesn't really even matter. We'll still go deeper in debt no matter what our budget plan is.

Won't work and will put us into huge debt. We will also need to pay it off.

I don't think it'll work. If it fails, we're in even more debt.

It's not going to work and it's just a complete waste. Obama is making all ofthese plans pass by TOO fast before people can agree fully to them. What a little stickler.

That's a lot of money. I don't think it will help much.

Government spending never works. They need to actually fix things instead of throwing money at it.

We are in debt now. And I don't see how having a larger budget would help us. That just means we're spending even more money.

Less is more.

That's a lot of money, how do they expect to pay for all this?

Tax the people even more?

Print even more money?

I sincerely hope the government (and the people of the U.S.) realize this isn't going to work and turn things around.

I think that we, the people under the age of 18 in America, should have a say in this. Because Obama is just printing money like there is no tomorrow. But we, the people under 18, are going to have to deal with the debt that he is putting us in. All Obama is doing is delaying the problem.

The US needs to spend less money on defence.
They should try and get out of Iraq like we are, but I think the ratio of everything else and defense is too extreme.

Oh god...
I pray for you guys, I pray that Obama will not do what Sarkozy is doing here in France, thinking he can solve problems by chucking a couple hundred million dollars here and there... our country is ruined... good luck guys.

Well, Obama announced yesterday that all combat missions in Iraq would end by August 31, 2010 and that only 30-50,000 troops would remain and that number would gradually go down by 2011.

As for defense, North Korea could possibly test-launch one of their new "long-range" missiles within a few days that has the capability of hitting the west coast of the US. It's better to have the protection for possible threats instead of wishing we had it when it's too late.

He is not printing $3,500,000,000,000. That was be inflation. You can't just print money because the value of the dollar with sky rocket in the wrong direction. The money is probably comming from taxes and donations or w.e

And it will help....

The Obama Administration has spent more money in 35 days than the Bush spent in 7 years. Now doesn't that make you think? He just keeps putting more and more money out there, getting us deeper and deeper into debt. I don't think this budget will help.

I didn't mean to imply they weren't already.

Well if they do target you, retaliation could start a full scale war.
Obviously you'd have to retaliate, but I really don't like war.

Let's hope Obama will have enough money to buy new National Debt Clock because current one is too small.

Obama promised quick action on the economic crisis all through his campaign and he's doing exactly that. Now, had he waited, you'd all be grilling him for not acting fast enough.
