Jimmy, I'm pretty sure he uses over-exposure effects for the squiggles. I have some myself. was gonna use them in my recent sig, but, would get accused of copying.

Teh paths tool. Make non-polygonal lines on a transparent layer, duplicate it, and on the bottom one, Gaussian blur so it looks all glowy and stoof.
