Do you need to be a member to be a Ninja?
Also, do you have your beginner card pack through all of your belts?
Or do you need to enter a toy code for a new pack?

Nope. When you are black belt, beat sensei and you get the ninja mask, but, you cant get the full costume that covers you fully in grey, so you cant turn invisible or whatever. Well, i dont think you can turn grey with just mask...

For nonmembers, you can get the black belt, the other 9 belts, the ninja mask and the access to the secret room.
For members, you have the same stuff including the full ninja costume and buying the items the ninja catalog.

you dont need to be a member to get the black belt or to enter the ninja hideout, but you DO need to be a member to buy the ninja suit and to make your self look transparent (invisible)

You have the beginner pack for all your belts, you will have that pack forever. The toy code only gives you more cards.
EDIT: I wrote "Deck" instead of "Pack".:P
