Heres a Guide to catch Spirit bomb:
Firstly, you need to take your Odd Keystone (found either lying around Sinnoh, or talking to the Karate Fighter on Route 208) and post it down the Hallowed Tower located on Route 209.
Then you must go to the Sinnoh Underground, and talk to 32 people. This being the Wireless Underground, not wi-fi, meaning you physically need a close friend to help you. Just exit and re-enter 32 times and it'll work. Probably.
Then return to the Hallowed Tower on Route 209. The Ghost/Dark type Spiritomb will appear.
