Although the screenies show that a user called Zacheroo admitted to being 10, there is no proof that Zacheroo on there=Zacheroo on here at the moment.

Someone who hated Zacheroo could have easily made the username and then said I'm 10.

Unless you get the IP proof which may be hard to get for legal reasons (possible Data Protection Act infringement) then he cannot be banned.
