Club Penguin actually removed the heart emote when it added a couple new ones. They got so many complaints about it's removal that it was put back into the game.

It can be used tastefully. Like if you love the way someone decorate their igloo you can make a heart and tell them how cool it is. Since you can't say the word love on the game I see having the heart as a nice consolation.
