The black one is called the Conductor Suit.

It cost 600 coins and, when you dance, has you turn around and use a music conductor's baton to conduct. It was available for the first time in the last Penguin Style Catalog (last month) on the "Penguins at Work" page.

Time must move incredible slow for you. It was out in the July 2008 Penguin Style Catalog (just last month! In fact, just a few days ago as the new catalog just came out 4 days ago LOL)
