Help with Eon Ticket on Pokemon Ruby

OK, I recived the Eon Ticket on Ruby a loooong time ago from a Gameshark. I've watched all the videos, tried everything, so any help would be appreciated.

I go to Lilycove city and go to harbor, talk to the lady, but she still looks at my SS ticket even though I have the Eon Ticket! She's supposed to take me to Southern Island to get Latias! I just don't get it -_-

It's a hacked item, so it probably doesn't work. And I don't use cheating devices much anymore, the game's more fun without them.
