Anyways, It's a total disaster in CP. But in many cases, other places weren't affected aside from the town....

And why Herbert targeted the Town? It's one of the busiest and noisiest places in CP. So Herbert thought of plan to destroy the town (which is the earthquake) so there will be no more noise and there will be peace for him.....

You don't know, maybe Herbert had other plans. Maybe Klutsy did this, and rebelled against Herbert.

EDIT: Time to ramble.

Maybe Herbert had a plan for industrial work in Club Penguin, like, build a factory or something. Maybe Klutsy was to be payed 1/3 of the profits if he helped, but Klutsy rebelled when he saw how nice all the penguins were. :confused:
