Not directly but if you breed a Manaphy with Ditto you get Phione.

From events or the Pokemon Ranger, Ranger Net Secret Mission.

You can also use a device called Action Replay - it costs around 25 dollars in Canada.
BEWARE: Taking the game cards out and putting them back in repeatedly damages and scratches the bronze stuff on the back. I needed to buy a brand new pokemon pearl game because my other game was beginning to glitch.

Luckily, I managed to transfer all of my pokemon over. That took a few days to do. :P

from the oh-so-easy-to-beat-yet-so-awsome game "pokemon ranger", on completing the game you can enter in a special passcode found on the net/local game store, to acsess a secret mission. You, from that mission, obtain the egg.
you can then transfer the manaphy egg unto you pokemon D/P game and wait for it to hatch.
