You can use Microsoft Paint. Just zoom in about to about 6x and use your smallest brush, then begin to draw.

I'd give it an 8/10. You obviously put a lot of effort into it, and it looks great. Great use of shadow.

I actually think the only thing that makes it look like manga/anime (whatever) is the eyes. It looks like something that could be a kid's cartoon or something. Draw more!
