I suspect it's meant to represent the real Penguin Band because all of the penguins ar eplaying the instruments tehe penguin of that player in the real band plays.

Petey K is missing from the picture. That is probably because he plays the piano, which is too large an instrument to fit along with all the other band members and instruments as well as Petey K himself in a small, neat, and comfortably small space.
