You must press E (for emote) and then T (for uhh tomato fart?). You can also press E and then ~ (next to the 1). Make sure you aren't typing it though in the chat bar.

Yep, that is how you make that sound.
Its really nothing special and sometimes that noise gets annoying.

Make shure your NOT writting "ET", cause then your just gonna end up saying it,
and not making the green key sound.
