Yellow Puffle Above Construction Site

I saw a picture of the yellow puffle in the forest during Halloween, but has anyone seen the yellow puffle pop up from the construction site yet, besides me? He comes out every 15 minutes. (4:00, 4:15, 4:30, etc.). If this has been posted, sorry.

I searched for it multiple times, and I know about the one in the forest, if that's what you're talking about. I have seen no trace of anyone seeing it in the plaza, and my search yielded no results, so I posted it.
