Second CP-B'day Party Hat

I havent logged on to Club Penguin in a long time and when I did,I noticed a new party hat.Can anybody tell me the loctaion of it or how to get it? I think im to late..as soon as I saw a birthday cake with no slice in someones signature I thought the hat may already be gone since the cake is gone.

It came already on the 24th, which was last week.
It was Orange and Yellow and in the book room.

I got the 1st on my Master Account,and Beta on a banned account.So yea,I really dont need it,just was wondering.Thank you and happy bir..I mean Halloweeeeeeen!
