It was a map used to lead penguins to the Forest before the opening of the Cove this past summer. It was hidden on Ski Hill and you had to chase it to the Plaza after clicking it.

Those are some nice item collections you guys have there! I'll post my inventory later if I have time.

No, it's not an item technically. It's like the letters you get for completing missions. All you had to do was find it at the time.
