I need some tips on the Visual Competition, I am horrible at it. I can't feed my Regice any more Poffins and his Cool is about 2 millimeters from max. That guy in Pastoria won't give me a Red Scarf.

If you can't feed your RegiIce anymore poffins, I don't know what to tell you except make better Cool poffins, feed it to another Pokemon, make sure the poffins are good enough to get it to max out the Cool stat, and go to the guy again.
Get the Red Scarf using that pokemon; but give it to RegiIce.

The condition portion of the contest is only a small part of it, though. If you aren't winning in the dancing contest or the appeals contest, you won't win.

First, know what kind of food they like(kewl,etc)

Then find the poffin wih the 2 qualiies, and make sure its he best you can make.

if you try your luck findign a participating toysrus you can get the manafy they give away,it coems with a red scarf
