Finding pikachu/good electric pokemon in ruby?

I started to play pokemon again lately, and I need a pikachu in ruby to beat the elite four, The problem is I cant find any, Also Im not even sure if there are pikachus in ruby. Please give me some information on a pikachu or an eletric pokemon.

Thanks forgot about the safari zone...I forgot what I need to get into it, What is it I need to enter it? I might sound like a noob but truly I havent playn pokemon in like a year. XD

Pessa, Pesos, Moola, Bacon, Bread, Dough--all of this you need and can be summed up with one word: Money. PokeDollars to be exact, in this case. :D

Want a sugestion? Dont use electricity in Ruby.

Cause:

Its weak agains Glacia.
Its pwnd agains Steven

The only good that electric does is beating drake, which I can do quickly with a regisell in lv 57.(which has zap cannon)

PS: Ge a shedinja, its totaly imune against stevens seel guys, even though its weaf for the others.

PSS: Shedinja pwns.

Pikachu is quite hard to find in the safari zone and since you have Ruby you have to search alot (sweet scent wont waste steps), but if you have Pokemon Emerald you can put a Pokemon with the ability "static" on the front of your team and then encounter pikachus (and other electric Pokemon) more often.

That may be the major reason to not use it in he elite four. Its like useing a lv 8 nincada to beat Kyogre.

I made a statistic some time ago(along time ago) and I came o a conclusion ha the majority of cute Pokemons are relatively weak to the not cute.

Also, when Pokemons evolve, they tend to became less cute/beautiful.

Major excepions are Milotic, Skitty, along with others.

Its not because its cute^_^ is because of some dumb staistics.

EDIT: The cue guy in my avatar becames a ugly kanghaskhan.

EDIT2: But the guy in my profile is much stronger, he can reach lv 256.

He is foung just near cinnabar, with some requiremnts.

He does reach 256, with rare candys. If he lvlups, he will try to evolve to kanghaskhan.
