Umm you would use a program called flash.
It costs a pretty penny...;)

Or alternatively you can use other programs available, some are illegal however there are some legal ones, sorry I can't mention names though as I've forgotten them.

A flash game will cost quite a bit of money.$700 to be excat.Also it is hard work and very hard scpriting.I don't think that flash would be good for you.For beginners you should try game maker.Or eclpise,or even elyism diamond.
