I think you would need to talk to the employee to unlock it. Did you check outside the tunnel full of Whismur? There might be that employee outside of there.

It says on this site you can get one if you beat a section of the Trick House, and at Rustboro.

Try to stall Latios untill 40-50 turns have passed. It will be a very high capture rate then.

Which pokemon and moveset will you use to get that high? And to bring his HP down?

And wobbuffete is an uber, FYI.

just use a diglit or dugtrio or a golbat with mean look or a wabufet with shadow tag
