I also think "Paintshop Pro" can do this.

P.S. Just to let you know The first link is either a virus or a pirated copy of photoshop. Photoshop is a bigger file size and it costs money

You can do it with powerpoint I guess.
Try the WordArt option on powerpoint, MS Word or Excel - then go to the efects and there should be a wave effect - use it to get the text simillar to that ;)

Yeah, on gimp it is called porkys
