It doesn't make you freete at all, but yes you can walk.

Not exactly chosen one, it has nothing to do with the cache.

It has something to do with the disconnection.

If you are auto-disconnected you are gone, your are of the server, so everyone freezes if you are auto-disconnected. You can still run around, but noone who is online can see you do it. They only see you standing there.
