It's either lag or that more than one member of staff can use the Rockhoppe account. Ie; you know how sometimes you can have too windows open, a similar thing could be happening here.

Got the eyepatch though, I ended up using my spy phone to get in, not sure whether that avoids full rooms, but it worked for me.
