A reason might be the upcoming mission. I hope they fix it soon, cuz I'm too lazy to walk to rooms such as the Beacon, Dance lounge, and Lodge Attic.

People just take the missions for gratige (or however you spell it) as soon as another missions out there like i cnt wait I WANT ANOTHER MISSION like people.. ones just come out

Nah, I think because they want to test the ture agents to know who are the agents that can go the HQ without using the stupid Spy Phone.
