Yes they can. Some people have a cheating device (like Action Replay) for their DS. Here is how it works...
1. They go to your town.
2. They use the cheating device to place a building in front of your gate, making you unable to use the Wi-Fi feature.

If someone EVER does this to you, DO NOT SAVE. Turn off the console!
