I seem to can't find the fourth gym leader.I keep checking Hearthrome but they are never there.Where are they:!:

2.I always go underground but i can't figure out how to catch Sheildon.Do i need to talk to someone?or do i need an item?I can't figure it out-_-

1. Get Surf from Cynthia's Granny.

2. Dig a lot for fossils.
