Also, you cant just declair war on someone. You have to have a reason. Just because you don't like a army, doesn't mean you have to declair war on them. Sheesh.

THE ACP DEAL
this deal is used to stop the arguing with ACP. my plans are:

you guys wannna protect cp, correct? well, you need to be more of a agency.
we will talk about the wars later. but right now: the helping plans.

give penguins bodygaurds
help penguins that need help.
give penguins tours
and that stuff. now the wars:

you can have wars for fun. but dont brag. it will annoy people. we all lose sometimes. have fun.
it's not fun winning all the time. but when fighting a army that is being mean to other penguins- i like calling this type of war a 'serious war'. think of battle plans. have meetings and draft.

GOVERMENT
don't have a leader that makes all the rules and stuff. thats like that dumb 1700s british goverment (no onfsse, great britian was diffrent back then'. have a president and a vice preisdent. be like the USA goverment.
